The Smart Growth Design Code grew out of
the community’s dissatisfaction with conventional development on Oahu and an interest in smart growth community design. The initiative included a set of “smart growth audits” examining the local planning and zoning process and development review and approval processes, including evaluation of existing development regulations.

The Code includes examples of alternative development patterns supported with revised development standards including parking, community design and walkability, street design, and street networks. The effort also recognizes the role of the development review and approval processes as an aspect of current growth trends. Adoption of the Code will include identification of leadership practices and case studies as well as outreach and technical assistance.
