Mixed-use redevelopment to revitalize the vacant retail store site


The proposed Westlake South location is an outlot site containing a vacant Burlington retail store (55,000 sf) adjoining existing multifamily retail development. At 362,135 gsf, the project proposes a mix of 214 market-rate rental housing including studios, 1br, 2br, and 3br apartments (with 10% inclusionary units set aside for low-income households onsite) along with amenities such as a two-story lobby, full-service property management, a fitness center, a resident club house, remote working spaces, a 7th floor
panoramic sky lounge, landscaped outdoor activity spaces, and a dog grooming lounge. Residential units will offer premium finishes throughout and have the option of balconies/patios.


The proposed Westlake South development will be seven stories – five-story residential wood-frame (type IIIA) superstructure will atop a two-story enclosed concrete podium (type IA) with 321 interior parking spaces and 10,800 sf of high-quality pedestrian oriented retail fronting Southgate Avenue. 26 perpendicular and parallel spaces will be provided on the new building’s exterior along Southgate Ave and Palmcrest Drive as well as a van loading zone provided at the move-in lobby.


This development supports Kimco’s long-term desire to maintain Westlake shopping center as a vibrant shopping destination through improvement of existing retail and office spaces while adding much-needed and complementary housing to the center.
