TOD Concept Plan on BART Parking Lots

Urban Design Description

VMWP is working with Aaron Welch Planning for the City of Pleasanton, in concert with Bay Area Rapid Transit (BART), to create a transit-oriented development (TOD) concept plan and provide key planning guidance for 2 BART-owned parcels (currently used as surface parking) located on the Pleasanton side of the Dublin/Pleasanton BART station. The project provides an interesting opportunity to study high-density residential development on underused parking lots, while integrating the circulation needs of existing and proposed transit stations. The project team is rounded out by consultants providing expertise in civil engineering, transportation planning, and market analysis.

Spurred by an MTC technical assistance grant, this project involves developing test fits for the site to maximize housing development, creating and analyzing various circulation options for the station, integrating the impact of planned infrastructure upgrades and carefully assessing the parking needs of future residents and BART riders. The project scope also includes robust stakeholder and community engagement.

Transit-Oriented Development (TOD)

Our transit-oriented developments combine mixed-use and infill development with pedestrian-friendly streets close to public transportation. These comprehensive plans create lively villages that inspire people to buy locally, use more public transit and drive less. Our TOD projects have included land use plans and urban design guidelines, master plans for new mass transit station areas, and infill visions for park-and-ride lots. VMWP also works with municipalities to develop implementation strategies as well as guidelines with which to evaluate development proposals.
